There are no states banning the use of all types of cell phones,
hand held and hands-free cell phones, for all drivers. However,
many states ban cell phone use for certain drivers, such as novice
drivers and bus drivers. CA, DE, CT, DC, IL, MD, NV, NJ, NY,
OR, WA, WV, Guam, Hawaii, Puerto Rico, and the Virgin Islands
prohibit all drivers from using handheld cell phones while
driving.
